If at all possible, put in a garbage chute to the dumpster.
Even if there is only ONE and not ONE on EVERY floor, don't MAKE people leave the building in all kinds of weather, get drenched or risk slipping and falling on icy sidewalks, walk to the END OF THE BLOCK, find the alley and carry their trash to the dumpster only to find it's locked half the time.
If you are doing The Two Towers design, each tower should have at least one garbage chute.
Residents need to be able to take trash out of their unit any time of the day or night without any time restrictions.
People work different hours and have other constraints on their time. Trash piling up in a unit is a sanitation issue that impacts the entire building, not just that one resident.
The more constraints a person has on a specific activity, the harder it gets to find ANY time that works for them. If they have a job during the day and the dumpster is locked at night, there may be a very narrow window of time in which they can take their trash out and that means if ANYTHING comes up during that hour or two, it may be another twelve or twenty-four hours before the window opens up again.
If the window is that narrow, it doesn't take too many minor, ordinary life events and pretty soon it's been a week and the trash still hasn't gone out.
